Why are there are so many addicts behind bars? In fact, one in every one hundred U.S. citizens is now confined in jail or prison – a majority of which are confined due to behaviors relating to drug use. But imprisonment has little effect on alcohol and drug abuse. In fact, 80% of offenders abuse drugs or alcohol and 95% of inmates return to substance abuse after imprisonment.
